Percy was born in Palestine and at the outbreak of World War One decided to leave his home in Jaffa to avoid being conscripted into the Turkish Army and instead travelled to Alexandria where he enlisted in the Zion Mule Corp of the British Army where he served until its disbanding on 26th May 1916.

Percy is remembered as a quiet and very humble man who spoke little about his experience of the War. However the surviving letter authorising his transfer from the Zion Mule Corp in 1916 states that he was a "good character and his work and conduct have always been satisfactory"
