Col Sir Philip Carlebach Kt, C.B.E., C.M.G., T.D., D.L., was a member of the Volunteer Battalion Royal Fusiliers and went to the First World War with them. He was mentioned in Dispatches twice 24/3/1917 and 27/7/1917. awarded the Order of St George 3/6/1917 and holds Territorial Decoration. he was appointed H.M Lieutenants of the City of London.
When funding for the Army Cadet Force was withdraw in the late 1920s Col Sir Philip helped set up the British National Cadet Association (BNCA) with Lord Allenby and was instrumental in getting funding partly returned to the Army Cadet Force.
During the Second World War Col Sir Philip worked with and set up the Home Guard in London.
In 1926 he gave permission to Max Karo to set up the Stock Exchange Cadet Company , while he had taken the cadets to France
